Blixx Gaming granted three Finnish gambling licences

The Malta-based operator, which applied when the window opened in March 2026, also plans to establish a physical office in Finland, a commitment few incoming operators have made publicly.

Finland is dismantling the last major online gambling monopoly in the European Union, with its licensed market set to open on 1 July 2027 under a new Gambling Act that ends Veikkaus’s exclusive rights over online casino games, sports betting, and slots. Blixx Gaming announced on 26 October 2026 that Finland’s National Police Board had granted it three gambling licences, and that it intends to open a local office in the country ahead of the market launch.

Blixx among first operators confirmed for Finland’s new market

Blixx Gaming, a Malta-based online casino operator targeting Nordic markets, said on 26 October 2026 that Finland’s National Police Board had granted it three gambling licences under the country’s new Gambling Act.

The company said it applied when the application window opened on 1 March 2026, putting it among the earliest operators in the queue. The three licences cover the product categories opened to competition under the new Gambling Act.

Blixx also holds gambling licences in Estonia. The company’s brands include Kanuuna and Lonkerokasino, with a third brand described as in development.

Terese Thagaard, CEO of Blixx Gaming, said:

We have been preparing for it for a long time, and we look forward to operating under the same rules and the same supervision as every other licensed operator in Finland. Local office planned as part of market commitment

Blixx says it will open a physical office in Finland, a step that goes beyond what most incoming operators have announced publicly. The company cited access to local talent and a desire to be embedded in the Finnish market rather than operate solely as a remote service provider.

Thagaard said:

‘We have deliberately chosen to establish a local office in Finland. Being genuinely present in the market we serve matters to us, economically, socially and culturally. Finland has a highly skilled workforce, and we want to be part of the community here.’

Regulatory obligations under Finland’s Gambling Act

Under the Gambling Act (10/2026), licensed operators are required to apply mandatory deposit limits, report to the supervisory authority on measures to prevent gambling harm, and keep marketing within prescribed limits. Licensing authority shifts from the National Police Board to the Finnish Supervisory Agency on 1 July 2027, the same date on which the market opens to private operators.

Blixx is one of a growing number of operators to confirm Finnish licensing ahead of the market launch. Earlier in the process, operators including Wildz Group and Hippos ATG had publicly announced their own approvals.
